National Means Cum-Merit Scholarship (NMMS). Know here the details of the scholarship, amount, online application process, last date of application, Exam date, Admit card download, important instructions. 


The Centrally Sponsored Scheme "National Means-Cum-Merit Scholarship Scheme (NMMSS)" was launched in May, 2008. The objective of this scheme is to award scholarships to meritorious students of economically weaker sections to arrest their drop out at class VIII and encourage them to continue the study at secondary stage. Scholarship of Rs. 6000/- per year (Rs. 500/- per month) per student is awarded to the selected students every year for study in classes from IX to XII in State Government, Government aided or local body schools. There is quota of scholarships for different states/UTs. Students whose parental/family income from all sources is not more than 1,50,000/- are eligible to avail the scholarships. There is reservation as per State Government norms. The selection of the students award of the scholarships is made through an examination conducted by the State Governments. Scholarships are disbursed by the State Bank of India directly to the bank accounts of the students on quarterly basis.

The students studying in "Kendriya Vidyalayas" or "Jawahar Navodaya Vidyalayas" are not entitled to get scholarship under this scheme. Similarly, those students studying in Residential Schools run by the State Government Institutions, where facilities like boarding, lodging and education are provided and students studying in private schools are not eligible for this scholarship under the scheme. 


* This scholarship will be provided directly to the students studying as regular students in class IX in the Government, Government -aided or local body schools.

* For fixing the scholarship to State or UTs, 3/3rd weightage would be given to enrolment of students in class VII and VIII and 1/3rd weightage would be given to population of children of relative age group for class VII and VIII.

* For fixing the 2/3rd weightage on the basis of enrolment of students in classes VII and VIII. For fixing the 1/3rd weightage population figures as per 2001 census may be relied upon.

* Out of total scholarships each State /UT will be allocated a fixed number of scholarships on the basis of the criteria prescribed above.  Each State/UT will further allocate their quota of scholarship district wise on similar basis.

* The amount of Scholarship is proposed to be Rs. 6000/-  per annum (Rs.500/- per month).

* The States / UTs are already conducting the examination for nominating the students for the national level (2nd stage) examination conducted by the NCERT. The same examination shall be used for selection of candidates for the award of Means-cum-Merit Scholarship in the States/UT.



Eligibility criteria:

* An awardee is eligible for the scholarship provided he/she:

1. a) takes up his studies in approved courses.

b) maintains good conduct as certified by the Head of the College/Institution and continues his/her studies as a regular student in Government/Local Body/Government aided school.

C) does not absent himself/herself without proper leave.

d) takes up studies on a whole time basis.

e) does not take up any job.

2. No scholarship shall be available for studies abroad for any course.

3. No claim for scholarship arrears will be entertained after the expiry of 12 months of the academic session for which one has applied for the claim.

4. In case any awardee leaves his/her course of study within one month of registration/admission,  no scholarship shall be paid to him/her.

5. In case awardee is not able to appear at the annual examination due to serious illness, one should send the medical certificate through the Head of the Institutionwithin three months of one's falling ill. The duration of illness should be clearly certified by a specialist, who is a Registered Medical Practitioner. The fecility will be available to the awardee to continue the same course in which one is studying provided the Principle or the Head of the Institution certifies that the overall performance of the awardee during the year is 50% or above.

6. The awardee must join the next class/desired course within three months of the declaration of the result of the previous class/course .

7. Scholarship shall be deemed to be discontinued with any gap of one academic session in studies at any time due to any reason.

8. Scholarship once discontinued on the basis of the rules of disbursement of scholarship cannot be revived under any circumstances.

9. All rules are subject to change from time to time, as and when required,  which will be binding on all awardees.


Eligibility and other conditions for starting and continuing of scholarship at Secondary and Higher Secondary Stage:

1. The awardees should get clear promotion from class VIII to class IX for being eligible for starting the scholarship. 

2. The scholarship at the Secondary and Higher Secondary stage or equivalent Classes IX to XII is payable for a maximum period of four years for studies in India only. 

3. No scholarship at this stage is payable for studying diploma/certificate level courses. 

4. For continuing the scholarship in class X and XII, the awardees should get clear promotion from class IX to class X and from class XI to class XII in the first attempt with 55% marks (relaxable by 5% for SC/ST). The students shall have minimum of 55% marks or equivalent grade in class VII examination for appearing in the selection test for award of scholarship (relaxable by 5% for SC/ST).

5. At the time of selection for the award of scholarship the candidate must have scored at least 55% marks or its equivalent grade in Class VIII examination. There will be 5% relaxation for SC/ST.
The awardees must obtain a minimum of 60% marks in Class X (relaxable by 5% for SC/ST) examination or equivalent examination for continuation of the scholarship at Higher Secondary stage . 

6. In case an institution does not conduct an examination at the end of Class IX and/or Class XI, the scholarship for second year will be continued on the submission of a certificate to this effect from the Head of the Institution. 


7. Students of NVS, KVS, Sainik Schools and Private Schools are not entitled for the scholarship.

8. Each State/UT conducts its own test for selection of students for the award of the National Means Cum-Merit Scholarship. The State level Examination consists of the following two tests:

i) Mental Ability Test (MAT)

ii) Scholastic Aptitude Test (SAT)

9. The students must pass both the tests i.e. MAT and SAT with at least 40% marks in each. For the reserved category, this cut off will be 32% marks. 

10. 100% funds are provided by the Central Government for the scheme. 

11. Students of class IX and X need to apply under Pre-Matric scholarship category whereas students of class XI and XII need to apply under Post-Matric Scholarship category. 

12. For fresh scholarships of class IX as well as renewals for X, XI, and XII, the students are required to register as new user and then log in to apply for scholarships of classes IX, X, XI and XII. For renewal of scholarship, the students are not required to go to the option "Apply for renewal ".

13. For Pre-Matric (IX-X), only two application can be submitted through one mobile. 

14. For Post-Matric (XI-XII), only one application can submitted through one mobile. 

15.The last date for submission of application on Portal is 31.08.2018. The last date has been extended up to 09/09/2018

16. The applications are to be verified at School and District level by        15.10.2018.

17. The State Nodal officers are requestedto submit the data /list of beneficiaries on NSP, received from District Education Officer, after approving it, within a week after verification process is over.


Application Process:


Step-1
Visit the official website of National Scholarship Portal https://scholarships.gov.in

Step-2

Select Central Scheme link and click on Department of School Education & Literacy link.

Step-3

Then click on "Apply" button under National Means Cum-Merit Scholarship.

Step-4

Log in with your Application Id, Password and Captcha. 

Step-5

Then select the scholarship scheme fill up the Application form with details. 

Step-6

If you are a new user then click on Register button in log in page.

Step-7

Fill in the required details to get user id and password . 

Step-8

On completion of application you will receive a confirmation message to your email id and mobile number. 



Fees for the Examination:

Fees for the Examination is rupees 100 per student.


Important Dates:

* Application Forms will be available from - August 2018.

*Last date - 30.08.2018.

* Admit cards will be available for download from 02.11.2018 to 16.11.2018.
(If there is any problem downloading admit cards, you may contact the concerned DI office (SE) within 16.11.2018).

* Exam Date -  The exam will be held on
18 November 2018.(18.11.18)


Some important instructions:


Exam time:
Mental Ability Test (MAT) - 10.30 a.m. to 12.00 noon.

Scholastic Aptitude Test: 1.00 p.m. to 2.30 p.m.

The candidate must reach the exam centre at least half an hour before the exam time.

He must take the admit card, black ball pen and go to the seat reserved for him.

Without admit card no body will be allowed to enter the exam hall.

The candidate must bring school identity card. If he does not have id card, he must bring the certificate issued by the head of the institution 
With photograph atested by HOI.

Calculator, mathematical and physical table or cell phone or any other kind of ready reconer are not allowed in the exam hall.

The examination will be in 2 parts MAT and SAT on the same day.

Each question carries 1 mark. There is no negative marking.

Write your name and roll number in the right place provided.

All the questions are objective type. For each question four possible answers will be given. You have to mark only the correct answer.

You have to confirm your answer by darkening the box in the OMR Sheet using only Black ball pen.

Nobody will be allowed to go out of the centre premises before the examination is over.

Before leaving the examination hall submit the OMR Answer Sheet positively to the invigilator only.

Procedure for Selection of Awardee Students:

 Each State/UT conducts its own test for selection of students for the award of the National Means Cum-Merit Scholarship. The State level Examination consists of the following two tests:


i) Mental Ability Test (MAT)
ii) Scholastic Aptitude Test (SAT)
Mental Ability Test:


Mental Ability Test may consist of 90 multiple choice questions testing verbal and non-verbal meta cognitive abilities like reasoning and critical  thinking. The questions in the test may be an analogy, classification, numerical series,  pattern perception and hidden figures etc.


Scholastic Aptitude Test:


may consist of 90 multiple choice questions covering subjects namely science, social studies and mathematics as taught in classes VII and VIII. 


Duration:



Each test will be of 90 minutes duration. Students with disabilities Will be given extra time, as applicable.
